According to People’s Daily, as of 24:00, February 11, there were 19,558 confirmed cases in Wuhan and 33,366 confirmed cases in Hubei.
More than 100 medical teams across the country with over 10,000 medical staff supported Wuhan, and materials from philanthropic donation and state dispatch are continuously transported to Wuhan. However, some information from Wuhan still reflects medical resource shortage.
At present, the fight against NCP has entered a critical juncture. For the conflict of shortage of medical materials, Wang Zhenyao, Founding Dean of China Global Philanthropy Institute and Dean of China Philanthropy Research Institute of Beijing Normal University, has proposed the following suggestions.
First is to quickly establish a list system for supplies to Wuhan, list the required materials and the number of medical personnel in Wuhan separately according to epidemic development, and arrange gapless connection between enterprises, the local, and philanthropic organizations at the same time.
At present, what is most needed is to establish unified dispatch for medical materials at the central level for centralize procurement and supply to ensure basic supply of materials to the frontline of epidemic prevention. and the key to establishing such dispatch is to establish a list system for medical supplies as soon as possible. List refers to detailed enumeration of the needs of medical supplies in a place, mainly including the needs of medical system, the needs of patients, and the needs of protection personnel, etc. These needs should be proportional to a certain number of patients and presented dynamically, and the quantity of materials to be coordinated at the national level must be specified.
Secondly, the supplies list should be to be divided into two systems for statistics - one is hospital system, the other is a system based on 13 districts - to provide basic materials demand information. There may be some overlap between the two systems, but we should take determination of basic needs as standard and focus on the overall frame due to the urgent epidemic situation.
Thirdly, the supplies list must be promptly reported to Leading Group of the CPC Central Committee for Novel Coronavirus Prevention and Control as well as the Joint Prevention and Control Mechanism of the State Council so that the central government will coordinate and plan the national reserves, enterprises, the local, and social donation.
According to Dean Wang Zhenyao’s detailed explanation, the supply mechanism of medical materials can be basically clear based on the list of materials, contributing to the basic pattern of division of labor in which people at frontline work with no worries about rear supply. This list is objectively a basic tool for mobilizing and organizing the needs of materials.
Establishing a supplies list system will also have a positive impact on the allocation and service of medical staff. For example, based on calculation of the demand of personnel as well as the national support in Wuhan and Hubei, it is possible to recruit volunteers with certain medical experience to form a quasi-militia system to cooperate with the government and play a reserve role in the communities and local areas. To some extent, it can be said that the establishment of a list of required supplies at an emergency period is the embodiment of emergency planning!
Fourthly, the lists of materials and personnel support can be supported by big data and other scientific and technological means, making them open and transparent to thereby avoid disadvantages, especially the panic of the grassroots personnel with little information. Similar approaches can be adopted elsewhere in the country to establish a nationwide network for epidemic supplies and personnel support.
According to Dean Wang Zhenyao, with increasingly advanced technology, the lists of materials and personnel support can build a large platform via big data and other technological means, and form a synergy with various enterprises and social organizations under government leadership with open and transparent government procurement as well as social donation, thereby avoiding various disadvantages. At present, the epidemic information in different places nationwide can be completely and timely updated, and people can know such epidemic situation at any time on the mobile phone. The support system for medical materials is obviously not a big challenge. If such a network can cover the whole nation, a nationwide network of epidemic materials and personnel support will be established to form an epidemic response system with Chinese characteristics, thereby contributing to the success of epidemic prevention and control.
