Recently, the magazine,Eyeshot of Charity, conducted an in-depth exclusive interview with Professor Wang Zhenyao, President of China Global Philanthropy Institute and China Philanthropy Research Institute. In August 2019, it published an interview article titled “Deep Cultivation of ‘Experimental Fields’ of Public Welfare and the Vision of ‘Good Economy’ – Interview with the fourth Pengcheng Charity Award ‘Charity Promoter of Pengcheng’, Wang Zhenyao”.

On the evening of September 21, 2018, Wang Zhenyao, President of China Global Philanthropy Institute and China Philanthropy Research Institute, was one of the five people who won the “Charity Promoter of Pengcheng” of the fourth Pengcheng Charity Award at the “Charity Night” and the awards ceremony of the fourth Pengcheng Charity Award in Shenzhen. The winners of this award are all charity “spokespersons” with Shenzhen temperament, image and symbol, setting up a new banner and benchmark for comprehensively promoting the development of Shenzhen charity in the new era.


Universal values of great kindness and love

Mid-July in Shenzhen is scorching. Wang Zhenyao, the secretary-general of East-West Philanthropy Forum and the joint secretary-general of Sino-Italian Philanthropy Forum, led a delegation to visit Italy, and returned to China after a long journey, and successfully concluded the 5-day “East-West Philanthropy Forum · Charity Visit to Italy". He is also the president of China Global Philanthropy Institute and China Philanthropy Research Institute, working in the field of charity at home and abroad all the year round. However, the busy pace of work did not affect him being calm and orderly, and he was patient and sincere in sharing his personal thoughts and thoughts with reporters though he was not feeling well.

Wang Zhenyao also hopes that students can learn and think from the perspective of international public welfare and charity. In the opening ceremony of the spring class of Executive Management of Philanthropy EMP2019 of China Global Philanthropy Institute in May this year, he said to the new students: “How to view, participate in and guide the intersection of contemporary civilizations from a broader perspective is a major realistic task facing us. Tolerance has always been an important spiritual element of progress. Openness, tolerance and harmony are important virtues of shared civilization. Great kindness and love have always been universal values that transcend class, nation and country.”


Realize the ideal rich life


In 2010, Wang Zhenyao became the focus of public opinion when he resigned to become a professor at Beijing Normal University. From director general to expert and scholar, he has always maintained a can-do, practical style. Came and turned around, he wrote responsibility and his heart remained the unchanged. As a researcher, practitioner and leading person, Wang Zhenyao has spared no effort to promote the development of modern philanthropy of China. Based on his experience in government, Wang Zhenyao believes that when Chinese society enters a well-off stage, and the aging problem becomes more and more prominent, the upgrading and development of the future social will focus on two major areas: elderly care and children. This is also the focus of the China Philanthropy Research Institute where Wang Zhenyao works, aiming to bring the two social issues of elderly service and child welfare into the research scope of Chinese public welfare, and build a platform for the support system of Chinese philanthropy. When talked with the reporters, Wang Zhenyao mentioned that, there was no way to move forward with solving these two problems merely relying on the government. Therefore, we should rely on social organizations and combine the power of charity to make charitable organizations serve as "converters" between the government and the family, gradually transform the government and make policy innovation, and activate the main body of the family to participate in solving social problems, assist the government to fulfill the responsibility of state guardianship, and ensure the sustained and steady development of the society.




On May 28, the 2019 China Child Welfare and Protection Week were launched in Beijing.Report on China Child Welfare and Protection Policy 2019,Guide to Capacity Building for Child Protection (Children's Officer Edition)andProposal on the Professionalization of Child Welfare and Protection Services at the Grassroots Levelwere released at the event. Supported by the China office of UNICEF in China and released by China Philanthropy Research Institute of Beijing Normal University, the Report on China Child Welfare and Protection Policy 2019 shows that: over the past year, China has significantly improved the survival, health and educational development of children, improved basic public services, and improved its institutions and systems. By the end of 2018, the basic living standards of Chinese disadvantaged children and left-behind children had been fully guaranteed, with higher standards than last year. Thirty-one provinces have introduced measures to include the care and protection of left-behind children in rural areas in their economic and social development plans, and children’s officers have basically covered all villages and communities. Nearly 7 million rural left-behind children have been integrated into the Dynamic Information Management System.

On May 28, 2019, under the guidance of UNICEF and sponsored by China Philanthropy Research Institute of Beijing Normal University, China Child Welfare and Protection Week (2019), focusing on technical support and promoting professional children's services, was launched in Beijing


This is the 10th annual policy report on child welfare and protection released by China Philanthropy Research Institute of Beijing Normal University since 2010. It is also the 10th year that UNICEF and China Philanthropy Research Institute jointly held China Child Welfare and Protection Week. The system of children's officer has been gradually recognized by the government and children. However, the problems of insufficient specialization and unbalanced and insufficient development of grassroots child welfare service system are still prominent. It will be the focus of future work to establish a professional and inclusive modern child welfare and protection system.


Wang Zhenyao said in an interview with CCTV about the event that: “A relatively systematic system of financial support for the welfare of children should be established. The development of children's welfare requires the use of professional forces from the society and the government to purchase services to solve corresponding social problems. Meanwhile, the professional training system will also be a strong support system for the development of children's welfare, which needs further development.”


For nearly ten years, Wang Zhenyao promoted charity and public welfare from the perspective of a research scholar.

On September 23, 2016, the first public welfare lecture hall was held in Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub by China Global Philanthropy Institute. As the keynote speaker of the first public welfare lecture hall, professor Wang Zhenyao delivered a keynote speech entitled "Good Economy in the Context of Charity Law", which was warmly received by guests and hundreds of audience.


The “experimental field” for public welfare has borne rich fruits



When China Philanthropy Research Institute was founded, Wang Zhenyao proposed to do three things: study social and public policy, cultivate public welfare management talents, and provide public welfare project consulting. This year, China Philanthropy Research Institute celebrated its ninth anniversary. When asked how the work in these three areas had been going, Wang Zhenyao gave a report card that he is proud of.



In terms of social policy research, in June 2019, the Think Tank Research Center of School of Public Policy & Management Tsinghua University released the Big Data Report of Tsinghua University Think Tank (2018) in June this year. China Philanthropy Research Institute was ranked A-level Think Tank in this ranking, ranking 55 according to the overall index, and ranked 9th in the university Think Tank. In fact, three years ago, China Philanthropy Research Institute ranked 26th among 510 Think Tanks in China in the big data index.


Wang Zhenyao said that “the social policies that we have developed are very dynamic, for example, a major achievement in the field of children's research -- children's officer.” Wang Zhenyao sighed that this was his longest project since leaving the Ministry of Civil Affairs, and has now become a major policy and institutional achievement of the country. Since 2010, China Philanthropy Research Institute has provided policy research and project consultation for the "China Child Welfare Demonstration Project" jointly launched by the Ministry of Civil Affairs and UNICEF, and explored the “children’s officer" mode to solve the "last kilometer" problem of grassroots child welfare and protection services. The pilot experience of this project was rated as one of the top ten innovative projects by UNICEF in 2014 and promoted globally. In 2016, the State Council issued policies on the care and protection of left-behind children in rural areas and the protection of children in difficulties, and the children’s officer model was fully implemented. By 2019, a grassroots work force of 45,000 child supervisors and 620,000 children’s officers had been set up.



As for the cultivation of public welfare management talents, China Global Philanthropy Institute established in 2015 has also made remarkable achievements. It gives full play to the economic value of charity, promotes the social development of China with charity knowledge, builds a knowledge system supporting the high development of public welfare and charity in China and the world, and fosters global public welfare model. On December 2, 2018, the first graduation ceremony of China Global Philanthropy Institute was held in Shenzhen. 57 students became the first batch of graduates after three years of study, and they will also become a group of professionals in China's philanthropy. In the past three years, China Global Philanthropy Institute has welcomed 500 new era philanthropists and senior charity management talents, and provided professional improvement courses for more than 2,000 professionals in the public welfare industry. The online public welfare school has registered more than 18,500 people, and its public welfare practice has spread across 33 provinces and autonomous regions in China. In the past three years, the donation income of alumni of China Global Philanthropy Institute reached 5.7 billion RMB in 2017, and the public welfare expenditure exceeded 4.3 billion RMB, directly benefiting more than 200 million people. Two alumni, Dong Fangjun and You Zhonghui, joined the "giving pledge" initiated by Bill Gates. Dozens of alumni donate more than one million RMB annually.


Regarding the positioning of China Global Philanthropy Institute, Wang Zhenyao said that it would become a century-old public welfare university in the future, and its development goal is to be a professional charity university. “China Global Philanthropy Institute was prepared after registration, developing while promoting the construction. At the beginning, the first was no campus, and the second no teachers. Now the foundation has been laid, and the training course system has been shaped. But there is still a long way to go." Wang Zhenyao said. When the reporter asked about the changes brought by the cultivation of public welfare talents in recent years to the public welfare personnel themselves and the industry, Wang Zhenyao mentioned one of his most intuitive feelings, that was, at every comprehensive public welfare activity, he could see his students. “I am particularly proud and honored that our students have played an important role in these important activities, both as sponsors and organizers. After receiving various degrees of training at the institute, they have made a profound impact on China's charity industry."


At present, the charity and public welfare industries all recognize China Global Philanthropy Institute and China Philanthropy Research Institute, including the research system, consulting system and training system established by them, which is closely related to the whole charity and public welfare industry." Wang Zhenyao feels gratified to this.


From 13 to 15 of June, 2019, Wang Zhenyao attended the China - Australia Philanthropy Roundtable East-West Philanthropy Forum held in Melbourne, Australia.


"Good economy" Shenzhen model vision

On September 1, 2018, Measures for Disclosure of Information of Charitable Organizations came into effect. The measures provide detailed provisions on the disclosure of information of charitable organizations, specifying the key disclosure information of property activities of charitable organizations, as well as the collection information to be disclosed by charitable organizations with public fundraising qualifications. As early as in 2006, Wang Zhenyao, who was still working in the Ministry of Civil Affairs, realized the importance of the openness and transparency of charity information. The development and processing of charity donation information in that year was not standard. Under his promotion, he facilitated the establishment of China Charity Information Centre to promote and improve the release of charity information statistics.


Wang Zhenyao put forward his suggestions on the openness and transparency of the charity industry in Shenzhen: "charity information should not only be open and transparent, but also be processed and analyzed, and then be understood by the public and spread in time, which is very important. The information openness and transparency of Shenzhen charity organizations should have the characteristics of Shenzhen. It shows the improvement, quality and specialization of an industry, rather than simply exposing problems. It should also have a standard and method to talk about information openness and transparency from the perspective of respecting privacy and maintaining dignity.” Actually, Wang Zhenyao hoped to promote the whole society to the change the concept and eliminate misunderstanding on charitable organizations. On the one hand, charity organizations should be strictly self-disciplined, establish and improve the internal management system, and achieve information openness and transparency. On the other hand, the public should improve their rational judgment and be understanding and tolerant under strict supervision. "I hope to gradually establish such an open and transparent system of charity information to explore, which is also the basis for the improvement of the whole modern society. People gradually understand dignity, professionalism and taste, and understand the meaning of openness and transparency, so as to promote and drive other areas of society." Wang Zhenyao said sincerely.



In the report to the 19th National Congress of the Communist Party of China (CPC), Comrade Xi Jinping proposed to improve the systems of social assistance, social welfare, charity and providing special assistance to entitled groups. It is widely believed that good news has come to the development of Chinese philanthropy. When talked with reporters about the progress of the whole charity industry in Shenzhen under the favorable signal from the central government, Wang Zhenyao said: "Shenzhen philanthropy will go at the top. Now there are a lot of innovations in various aspects. In the coming years, philanthropy will provide support and leading role for the whole social service industry from a professional and systematic level. Shenzhen not only shows its economic vitality to the whole country and the whole world, but also shows its social vitality, which will enhance the social cohesion brought by the transformation of "good economy". This is my vision for the future of Shenzhen. As a hub-type charity industry organization and public service platform connecting government, charity organizations and all parts of the society, Shenzhen Charity Alliance should first show the important stage achievement of Shenzhen philanthropy. All the social organizations and charitable organizations of Shenzhen have their own characteristics and individuality throughout the country. With strong innovation ability, they are also bright pearls attracting the attention of the whole world, especially non-governmental science and technology organizations. If combined with charity and public welfare, it will be the most powerful force for the development of charity and public welfare in Shenzhen.”



On June 19, 2019, as the representative of the organizer, President Wang Zhenyao participated in the 2019 Yangtze River Delta Integration Development · Zhongshan Charity Action and the First Jiangsu Charity Forum held in Nanjing.


Regarding the city of Shenzhen, Wang Zhenyao never thought that he would stay at Shenzhen in the second half of his life, cultivating an "experimental field" for public welfare in the forefront of reform and opening up. He believes that Shenzhen has a strong gene of "good economy" and is a fertile land of "good". "Good economy" is the development concept of the Times put forward by Wang Zhenyao, which is to make good become the internal demand of economic development. He believes that the world has entered the era of a per capita GDP of more than US$10,000, with the high development of productive forces, the full growth of the financial industry and the continuous development of the information revolution. Human civilization is facing a huge transformation. Social values begin to lead economic values, thus promoting the development trend of the global economy in pursuit of high quality, high technology and third industrialization. "Good economy is not charity economy, but all the economy should be good to good. The economy should pursue high quality and high taste, truly achieve innovation, vitality. It goes beyond charity in a sense. It is driven by social values, which are based on justice.” Wang Zhenyao believes that the "good economy" gene of Shenzhen is powerful, with the per capita GDP of Shenzhen exceeding 20,000 US dollars and approaching 30,000 US dollars. The philanthropy of Shenzhen plays a good role in promoting and leading the social service field in Shenzhen. It will improve the layout of the social service industry and directly affect the economic development of Shenzhen, which is the charity promoting the comprehensive development pattern of the whole society and economy of Shenzhen. Shenzhen will become a model of "good economy", leading the improvement and development of science and technology in the country and even the world.
