On July 29, the Ministry of Civil Affairs held a regular press conference in the third quarter to introduce philanthropy, social work and volunteer service.
Wang Zhenyao, Dean of China Philanthropy Research Institute and China Global Philanthropy Institute of Beijing Normal University has been interviewed for the report.
In 2018, the total amount of social donations nationwide exceeded RMB90 billion. So far, more than 7,500 charitable organizations have been registered nation-wide with the total net assets of RMB160 billion. At present, 204 charitable trusts have been established, and the trust contracts boast about RMB2.248 billion. The number of social work professionals has reached more than 1.2 million, of whom 439,000 have obtained professional qualification certificates for social workers. Currently, there are more than 120 million registered volunteers nationwide, and 12,000 volunteer service organizations registered according to law. In the first half of 2019, RMB97.757 billion of welfare lottery tickets were sold nationwide, raising RMB28.189 billion of philanthropy funds.
"Three Provisions" is the strategic arrangement for the state to enrich and improve the management system for the development of social undertakings.
At the end of 2018, with the approval of the CPC Central Committee and the State Council, the General Offices of the CPC Central Committee and the State Council issued the Provisions on the Functions, Structure and Staffing of the Ministry of Civil Affairs (abbreviated as the Three Provisions). In accordance with the new "Three Provisions", the Ministry of Civil Affairs has established three new service departments: the department of elderly care services, the department of child welfare and the department of philanthropy promotion and social work.
Wang Zhenyao, Dean of China Philanthropy Research Institute and China Global Philanthropy Institute of Beijing Normal University, told the China Philanthropy Times that the three newly established service departments by the Ministry of Civil Affairs are the strategic arrangement for the state to enrich and improve the management system for the development of social undertakings.
Wang Zhenyao pointed out that elderly care, children, philanthropy and social work are not only pivotal social undertakings that must be developed at a certain stage of economic development, especially at the stage of GDP per capita of USD10,000, but also the important components of social economy in the world. In particular, China's philanthropy has entered a rapid and comprehensive growth stage. Modern philanthropies (social donation and voluntary service) have formed a high degree of social consensus and systematic laws and policies in China. Based on the international experience, innovations have been made in various aspects of the field of philanthropy, and philanthropy has become an organic part of social construction.
"At present, philanthropy needs to be further closely integrated with the country's targeted poverty alleviation, rural revitalization and the building of a better life, and the Belt and Road initiative, serving as a significant bridge and link for the country to open up to the world. So there is vast room for philanthropy to be improved, which requires systematic construction in an all-round way." Wang Zhenyao said.
China should vigorously promote the combination of mass work and social work
On the same day, according to data released by the Ministry of Civil Affairs, the number of social work professionals in China has reached more than 1.2 million, of whom 439,000 have obtained professional qualification certificates for social workers so far.
As early as 2012, 19 ministries and commissions of the Central Committee of the Communist Party of China (CPC) and mass organizations jointly issued the Medium and Long-term Plan for the Cultivation of Social Work Professionals (2011-2020), which proposes that by 2020, the total number of social work professionals will increase to 1.45 million, of whom 200,000 will be middle-level social work professionals and 30,000 will be senior social work professionals.
According to statistics, the aggregate of social work professionals in China reached 500,000 in 2015. By contrast, social work talents are still severely insufficient, especially the senior professionals while social work supervisors, professional administration and industry management personnel for the social work and institution management personnel in the social work are still relatively scarce, which is hard to cater to the needs of China for social development.
Wang Zhenyao indicated that philanthropy is not just about giving away money and things. In a broad sense, more professional social forces shall be taken advantage of to resolve all kinds of specific modern social problems through social services for modern philanthropy. Even modern volunteering requires skilled professionals cultivated through professional training.
Doctor-patient contradiction is less in developed countries, as special social and medical worker departments are usually set up in the internal institutions of hospitals in developed countries to coordinate all kinds of medical contradictions, including medical policy, philanthropy services and voluntary services. In developed countries, only about one tenth of the employees are engaged in philanthropy, and about half of the funds of the institutions are borne by the government. This is because charitable organizations undertake plenty of social service work, and most of their staff tend to be qualified for social work.
Wang Zhenyao pointed out that there are still structural defects in the cultivation of social work professionals in our country, since mass work and social work have not been well combined.
"Much of China's work of young people, women, trade unions, grass-roots self-governing organizations (village committees), neighborhood committees, mediation committees and elderly care services falls into the category of social work. If these two aspects are combined organically, millions of people may be required for social work, which will call for some structural adjustment." Wang Zhenyao said.
The social discussion mechanism should be established for Internet philanthropy
In recent years, the Ministry of Civil Affairs has designated 20 Internet public fund-raising information platforms to further standardize the online fund-raising activities of charitable organizations. In 2018, more than 8.46 billion people clicked, followed and participated in philanthropies. Some foundations have raised more than 80% of their total donations through the Internet. In 2018, Tencent Foundation organized the "99 Philanthropy Day", which raised RMB1.414 billion in total, in which RMB830 million is donated by more than 28 million people, and Tencent and other enterprises have also donated, supporting 5,498 philanthropy projects. As a result, China leads the online philanthropy in the world. However, it is undeniable that there are still some social problems to be solved in online philanthropy, such as fund-raising qualifications, information review and property publicity, which often stirs up public nerves due to an individual fund-raising.
Wang Zhenyao represented that firstly, the designation by the Ministry of Civil Affairs of a number of Internet to disclose their fund-raising information platforms is an extraordinary policy guidance, which deserves high praise due to the positive effects of online fund-raising. This is an important trend in the development of philanthropy in China; Secondly, there are indeed some irregularities in the network fund-raising, which is a normal phenomenon in the process of the development of new things.
To resolve the problems of online fund-raising, we need to establish a social discussion mechanism to listen to the views of all parties through the discussion of media, the public and philanthropic participants, so that we will learn more about and have a better understanding of such problems; In addition, after the unity of cognition, the competent department should make norms to form management standards and procedures.
"Furthermore, compared with the network philanthropy, community philanthropy is more developed in developed countries while China's community philanthropy still have a long journey to go before getting developed. At a macro level, China needs to make more endeavors on community philanthropy in the future." Wang Zhenyao said.
