On the morning of February 20th, CGPI and Shenzhen Council for the Promotion of Community Construction signed a strategic cooperation framework agreement and unveiled Shenzhen Community Governance Information Center at Shenzhen International Innovation Center in order to strengthen cooperation and jointly promote the construction of community governance in Shenzhen. Participants included Sun Jingming, Deputy Chief of Shenzhen Administration of Social Organizations, Wang Zhenyao, President of CGPI, Chen Xiande, President of Shenzhen Council for the Promotion of Community Construction, Sun Fei, Secretary General of Shenzhen Council for the Promotion of Community Construction, Liu Binghua, Assistant President of CGPI, and Tang Hao, Professor of Social Policy Research Center, etc. CGPI and Shenzhen Council for the Promotion of Community Construction will conduct in-depth cooperation in design of “micro-practical work for people’s livelihood”business system design, community governance capacity building curriculum, and construction of community governance information center in Shenzhen to serve Shenzhen community governance system and help community governance in Shenzhen with more refinement, more precision, and better quality.
In the 40 years since reform and opening up, Shenzhen has experienced a leap and evolution from a fishing village to an international metropolis. People’s understanding and practice of community governance has been deepening from community service to community construction, and then to community governance. The Party and the government have issued a series of policies and measures to promote community governance, and Shenzhen community construction has conducted exploration in combination with practical reality, making remarkable achievements. Shenzhen also has attracted high-quality community governance talents and launched an innovative people-benefit project - “micro-practical work for people’s livelihood”, filling this city with vitality and innovation in the field of community construction.
According to Report to the 19th National Congress of the Communist Party of China on “establishing a social governance model based on collaboration, participation, and common interests”, “we will strengthen the system for community governance, shift the focus of social governance to the community level, leverage the role of social organizations, and see that government’s governance efforts on the one hand and society’s self- regulation and residents’ self-governance on the other reinforce each other.” In 2018, General Secretary Xi Jinping visited Guangdong and Shenzhen in person and made important instructions on the work of Shenzhen, requiring Shenzhen to develop toward construction of a demonstration zone of socialism with Chinese characteristics, endeavor to become a model city of socialism modernized country, and pioneer in the new era. This means that community governance should focus on service-oriented Party building, management, and community. and service-oriented management requires big data for information assessment and analysis to provide reference for people's livelihood service planning and provide empirical evidence for governmental decision-making. Adhering to the cooperation concept of “complementary advantages, joint development, and benefiting communities”, CGPI and Shenzhen Council for the Promotion of Community Construction jointly established Shenzhen Community Governance Information Center to help community governance in Shenzhen with more precision, more refinement, and better profession.
CGPI has accumulated research achievements in community governance and community foundations. It has undertaken multiple research projects related to community governance commissioned by the government and foundations; it jointly initiated “Community Governance Innovation Research Platform ” with Hongming International Real Estate Group Co., Ltd., Highsun Foundation, and Linwenjing Foundation, etc. to conduct research on community governance policy, cultivate community public philanthropy talents, and build learning center, guidance center and international exchange center for community governance; it also hosted “Cedar Program – senior training program for community foundation” to respond to the national demand of training professional managers in community foundations to promote community foundations to participate more effectively in community governance with the first course starting in July 2018, hosting 30 community philanthropic leaders from 18 provinces and cities nationwide. “Cedar Program” was also awarded the “2018 Annual Innovation Case in Social Organization” of the 3rd Shenzhen Social Organization List.
Shenzhen Council for the Promotion of Community Construction was positioned as a pivotal organization for urbanized community governance and service in Shenzhen. With rapid development for 4 years, its business covers policy research, Party building in community, neighborhood committee construction, community governance and services, social innovation, public performance evaluation and assessment, smart community and safe community construction, and community share economy, etc., maintaining good interaction and business contact with many subdistrict offices and communities and having a solid practical foundation in the field of community governance in Shenzhen.
Signing a strategic cooperation framework agreement and adhering to the cooperation concept of “complementary advantages, joint development, and benefiting communities”, CGPI and Shenzhen Council for the Promotion of Community Construction will conduct a series of effective action plans that promote community governance to jointly assist community governance construction in Shenzhen.
