"Top Ten Family Philanthropy Foundation" and "Top Ten New Generations of Outstanding Young Persons of Family Philanthropy" were released at the same time. Ten family philanthropy foundations such as Yanbao, He, Laoniu, Oceanwide, Guoqiang, Jack Ma, Sany, Huamin, Chen Yidan, Fashu and ten youth philanthropists such as He Jianfeng, Kong Dongmei, Liang Zaizhong, Liu Chang, Liu Qiuyan, Lu Weiding, Niu Ben, Tian Tian, Yang Huiyan and Zhang Chengcheng were on the list.
On January 15, 2019, the China Family Philanthropy Foundation Development Report (2018) and the list of "Top Ten Family Philanthropy Foundation for 2018" and "Top Ten New Generations of Outstanding Young Persons of Family Philanthropy for 2018" was officially released in Beijing which are the first think tank research result of "Family Philanthropy Foundation" through systematic analysis. According to the comprehensive evaluation scores, Ningxia Yanbao Philanthropy Foundation, He Foundation, Laoniu Foundation, Oceanwide Foundation, Guoqiang Public Welfare Foundation of Guangdong Province, Jack Ma Foundation, Sany Foundation, Huamin Philanthropy Foundation, Chen Yidan Foundation and FaShu Foundation of Shenzhen were ranked as the "Top Ten Family Philanthropy Foundation" in turn. He Jianfeng, Kong Dongmei, Liang Zaizhong, Liu Chang, Liu Qiuyan, Lu Weiding, Niu Ben, Tian Tian, Yang Huiyan and Zhang Chengcheng were included on the list of the "Top Ten New Generations of Outstanding Young Persons of Family Philanthropy".
More than 20 guests were invited to participate in activities and shared something about the family philanthropy such as Wang Zhenyao who is Dean of China Global Philanthropy Institute and China Philanthropy Research Institute of Beijing Normal University, the founder of Ningxia Yanbao Philanthropy Foundation Bian Haiyan, Chairman of Laoniu Brother & Sister Foundation Niu Ben, Director of Huamin Philanthropy Foundation Yi Silai, Secretary General and Vice Chairman of Sany Foundation Li Jin, Secretary General of He Foundation Wang Yueyun and Secretary General of Bridging Hoping Philanthropy Foundation Ye Zi.
"Top Ten Family Philanthropy Foundation" and "Top Ten New Generations of Outstanding Young Persons of Family Philanthropy"
The Dean Wang Zhenyao pointed out in the press conference that China's family philanthropy develops as the growth of the private wealth brought by the reform and opening up. and more and more rich families realized that family philanthropy is an important way to enhance the social value of wealth. He believes that the China Family Philanthropy Foundation Development Report (2018) and the two Lists are served as the important milestones to promote the philanthropic-wealth in China. We need to keep improving public policies and public opinion environment and drive Chinese family inheritance into a new era of integrating good fortune.
The report and two lists were compiled by China Global Philanthropy Institute and China Philanthropy Research Institute of Beijing Normal University in two years. Fu Changbo who is the group leader, Assistant Dean of China Global Philanthropy Institute and professor of Beijing Normal University Social Institute demonstrated when releasing research results that we develop the China Family Philanthropy Foundation Development Report (2018) and the two Lists in order to reveal generations of password of family, promote the philanthropic-wealth, lead rich people into philanthropy to make human share and social justice in the way of recording, evaluating and analyzing the family philanthropy foundations, rich families and its behaviors and social influences of family members.
In the press conference, Bian Haiyan, Niu Ben and Yi Silai, etc. shared something about the family philanthropy while Li Jin, Wang Yueyun and Ye Zi introduced the experience to service the family foundation.
The study found that there were 268 family philanthropy foundations by the end of 2018 which accounts for 4% of the total number of foundations nationwide; from 2005 to 2017, the donation expenditure of China family philanthropy foundations geometrically increased from RMB8.73 million to RMB3.7 billion, especially the large donation counted by hundreds of millions of yuan. The funds raised by the family philanthropy foundations were mainly for poverty alleviation, basic education and higher education.
From the scope of registration, half of the family philanthropy foundations were set up registered by RMB2 million. Beijing, Jiangsu and Shanghai were three provinces and cities with the highest registered capital of family philanthropy foundations. From the geographical distribution, family philanthropy foundations were distributed most in the southeast coastal region while least in medium-developed provinces. The top three regions of the largest number are Guangdong (52), Beijing (41) and Fujian (34). Half of the family philanthropy foundations in China were distributed in them.
The fields which the family philanthropy foundations mostly included were to meet the requirements of education and poverty alleviation of current social development and improve the investment and exploration in prospective public welfare such as culture, art and science. Some typical programs had a broad and far-reaching influence on society. For example, billions of yuan of "Yanbao scholarship" provided by Yanbao Philanthropy Foundation, thousands of teachers affected by "Jack Ma rural education plan" made by Jack Ma Foundation, "Children exploration museum" which was a new model of early childhood education explored by Laoniu Foundation, the new rural construction projects issued by Guoqiang Public Welfare Foundation of Guangdong Province and innovative endowment service mode of He Foundation, etc.
Professional governance and operation attached great importance to social value of family philanthropy assets and sustainable foundation operation. In general, we needed to urgently improve the level and ability of governance of China's family philanthropy foundations. It was necessary to borrow from excellent governance experience at home and abroad and more new generations of family needed to absorb in philanthropy.
The report pointed that there were five trends in the development of China's family philanthropy in the new era.
Firstly, rich people have been increasing the attention of family philanthropy year by year. The family philanthropy has become the important way for family inheritance and social return. More and more rich families have realized that the family philanthropy is playing a vital role in equity reconstruction of family enterprises, tax optimization, family member cultivation and family cultural construction.
Secondly, channels and ways to do good things by rich people have been constantly innovated with improved transparency. Apart from the large donations, the establishment of family philanthropy foundation was still the main method and we needed to expand it to charitable trust, special funds and other new forms. We needed to transform its way of philanthropy from transitional philanthropy to strategic, professional and innovative philanthropy.
Thirdly, the next generation and new rich people have become the new generation of family philanthropy. The next generation of family members and young generation of newly rich people have recognized more knowledge of family philanthropy than their parents and forefathers. As they experience more, they may do it for longer and have a greater impact.
Fourthly, the ecosystem of the family philanthropy has begun to appear. Private banks, trust companies, family offices and lawyers have actively explored in the fields of family philanthropy such as the family wealth management and governance of family enterprises. Many well-known business schools and wealth training institutions have supplied family philanthropy courses.
Fifthly, rich families attached great importance to modern philanthropy tools such as the donor advised fund, impact investing and social enterprises. Some rich families started to set up simple family philanthropy foundations through the donor advised fund while some family philanthropy foundations began to explore the new models of impact investing which was good fortune in parallel.
The report advised that the family philanthropy and its foundation should achieve more respect and support given by government departments, academia, the media and the public.
Firstly, we should strengthen advocacy and guidance. We should lead the majority of rich families to have more recognition on the essential impact of altruistic and selfish and encourage more high net worth individuals to devote themselves to philanthropy to achieve both interests and justice through national honor award, ranking and evaluation of think tanks and full communication by the media. Meanwhile we should make the public correctly learn the family philanthropy foundations to give it due recognition and appreciation and create a glorious, harmonious and relaxed public opinion environment.
Secondly, we should improve policy facilities. We should improve relevant laws and regulations, provide more reasonable policy framework and preferential tax to make it easier for high net worth individuals to start family philanthropy through targeted donations, the establishment of donor advised fund, special funds and family philanthropy foundations. We also should improve philanthropy infrastructure based on mobile payment and electronic certificate in order to facilitate the development of family philanthropy.
Thirdly, we should encourage diverse cooperation. We should make cooperation opportunities equal and open and encourage family philanthropy foundation to participate in governance of urgent social issues collaborated with the government and market. At the same time, we should make family philanthropy foundation be an integral part of people-to-people diplomacy and the strategy of One Belt and One Road. The family philanthropy foundation should be encouraged to have close cooperation with international organizations and internationally well-known philanthropy families.
According to Professor Fu Changbo, research groups have given its definition of family philanthropy foundations which should meet any of following conditions and be not eligible for public donations referring to definitions of family philanthropy foundations in other countries and based on the current situation of China's family philanthropy foundations:
1. Family philanthropy foundations were funded and established by individuals and families or non-public enterprises held by individuals and families in which individuals or family members hold important positions;
2. Family philanthropy foundations were set up by individuals or family members who have significant roles in politics, economy, culture and science and technology in which individuals or family members hold important positions.
The research groups and expert evaluation panels made a comprehensive evaluation of 268 family philanthropy foundations from 11 indicators including 3 dimensions of the amount of donations, social effects and governance status and selected "Top Ten Family Philanthropy Foundation for 2018" and "Top Ten New Generations of Outstanding Young Persons of Family Philanthropy for 2018". According to the feedback, some well-known family philanthropy foundations were not included in this report and lists.
